Morgan joined the independent bar in 2011. Prior to that he was a partner in the Wellington office of Morrison Kent.
As a resource management specialist Morgan's clients have included publicly listed companies, Government Departments and state-owned enterprises, airport authorities, energy retailers, private developers and submitters in opposition. Morgan's experience covers all areas of resource management law.

- Counsel for a not-for-profit retirement trust in opposition to consent applications for a large format retail development at Paraparumu.
- Co-counsel for an applicant for judicial review in respect of non-notification of a supermarket consent at Petone.
- Counsel for Wellington International Airport Limited in respect of Environment Court appeals relating to Plan Changes 72 and 73, Wellington City.
- Engaged by the Department of Corrections to provide advice on designations and existing use rights in respect of a Department facility in Auckland.
- Counsel for a defendant being prosecuted for discharges of objectionable or offensive odours from a spray-painting business in Masterton.
- Engaged by Wellington City Council to provide independent legal advice to commissioners determining an application for a new CBD office development.
- Strategic planning advise to Wellington International Airport Limited in respect of all planning, consent, designation and acquisition and compensation issues.
- Counsel for various applicants for residential subdivision and land use consents for land in Miramar, Ngaio and Johnsonville, Wellington.
- Co-counsel for a landowner in contract claims against NZTA relating to the State Highway 2 Dowse-to-Petone upgrade.
- Counsel for a residents' association opposing consent applications for expansion of an existing Club facility adjacent to residential activities in Lower Hutt.
- Engaged by the Ministry for the Environment to co-author a guidance paper for territorial authorities on implementation of the National Policy Statement on Renewable Electricity Generation.
- Appointed as one of two independent legal advisors to the Board of Inquiry determining the Mighty River Power Turitea wind farm consent applications.
- Representation of Maniototo Environmental and Central Otago Environmental Societies in Environment Court and High Court appeals relating to Meridian Energy's Project Hayes windfarm.
- Counsel in successful Environment Court appeals against a proposed Hilton Hotel on Wellington's Waterfront.
